Binny appoints Saikia as interim BCCI secretary

Roger Binny, BCCI president, has appointed joint secretary Devajit Saikia as interim secretary. Binny exercised his special powers from the BCCI constitution to fill the vacancy.

The BCCI constitution, Article 7.2 (d), states that the president can delegate the functions of an absent or indisposed office-bearer to another, until the vacancy is filled or the indisposition ceases. However, it is unclear if Saikia's appointment will last until the September elections or until a new secretary is elected.

The appointment letter, granting Saikia signing authority, was sent only to him, not any state associations.

The need for an interim secretary arose when Jay Shah, former secretary, became the independent chairman of the ICC. As ICC chairman, Shah cannot be associated with other member boards.

Saikia's elevation was first observed when he represented BCCI at the ICC. He attended the recent ICC board meeting in Dubai on December 5, when Shah took charge.
